Global Defence Fund Blacklist Policy

The core policy of the Global Defence Fund with regards to investing in companies associated with the global nuclear programmes of proactive nuclear nations is to follow the same standards as those adopted by the Swedish Government and State-owned companies. That is, the Global Defence Fund may invest in any company that has a trading history with the Swedish Government or any State-owned companies. Any company explicitly blacklisted by the Swedish Government will also be blacklisted by the Global Defence Fund. Any companies that do not fall into the above categories, that is, any companies that do not have a trading history with the Swedish Government or any State-owned companies will fall under the Global Defence Fund screening process.

Understanding the Blacklist Screening Process

The Global Defence Fund prohibits investment into any company that is involved in the production of cluster munitions, with no exception.

The Global Defence Fund observe company involvement in nuclear weapons production, by making a subjective decision backed by factual evidence to determine if a company’s core activities are the production of nuclear weapons, or if any military contracts that involve nuclear weapons production or maintenance with a nuclear-weapons producing nation are a small percentage of that company’s turnover.

Of the eight companies that the Global Defence Fund invests in, four have a high ratio of nuclear-weapons production and maintenance sourced income relative to non-nuclear-weapons production.

Lockheed Martin

Lockheed Martin is the world’s largest weapons producer. It produces and maintains a wide variety of conventional weapons around the world, as well as nuclear weapons for both the US and the UK.

Lockheed Martin is responsible for the construction of the Trident II (D5) nuclear missiles for the US Ohio-class submarines and the British Vanguard-class submarines.

* Lockheed Martin is a member of the Consolidated Nuclear Services (CNS), which took over the management and operation of the Y-12 National Security Complex in Tennessee and the Pantex Plant in Texas.

* Lockheed Martin is part of the joint venture AWE-ML, the company that manages the UKs Atomic Weapons Establishment.

Northrop Grumman Corp.

Northrop Grumman, based in the US, provides products, services and solutions in the military aerospace, electronics, information systems and shipbuilding sectors.

* Northrop Grumman Corp acquired TRW in 2002 and in the process inherited the leadership of the Intercontinental Ballistic Missiles program for the US nuclear arsenal.

* Northrop Grumman Corp is, together with partners BWX Technologies, CH2M Hill and Aecom, a joint venture partner in National Security Technologies (NSTec). The exact ownership distribution is not known. Since 2006, NSTec has managed the Nevada National Security Site (NNSS), previously known as the Nevada Test Site.

Huntington Ingalls Industries

Huntington Ingalls Industries is involved in management of the US nuclear arsenal and related facilities, including tritium production at the Savannah River Site, the only source of new tritium for the US nuclear arsenal.

Orbital ATK

Orbital ATK (formerly known as ATK or Alliant Techsystems) (United States) produces rocket propulsion systems for Trident II (D5) submarine launched ballistic missiles for the US and UK nuclear arsenals.  Orbital ATK is also responsible for the solid propellant stages of the Minuteman III Intercontinental Ballistic Missile for the US and has a contract to produce components for the new “Ground Based Strategic Deterrent” (GBSD) nuclear missiles“.  It is also involved in the nuclear weapons facilities Y-12 and Pantex which are refurbishing nuclear weapons for the US arsenals.

* Orbital ATK is a member of Consolidated Nuclear Services (CNS), which took over the management and operation of the Y-12 National Security Complex in Tennessee and the Pantex Plant in Texas under the same contract in 2014. CNS is a Bechtel -led joint venture including Lockheed Martin Services, ATK Launch Systems, SOC, and Booz Allen Hamilton.

Thales

Sweden conducted test firings of Thales 70mm / 2.75” (“FZ275”) laser guided rockets on an H145M platform at the Älvdalen test range of the Swedish Defence Materiel Administration Flight test Centre.

Although Sweden selected the Patriot solution over the Eurosam solution, Thales was a serious contender together with MBDA in their Sol-Air Moyenne Portée/Terrestre: surface-to-air medium range/land.

Orbital

In partnership with Swedish Space Corporation’s ECAPS, Orbital ATK offers High Performance Green Propulsion (HPGP) technology to the spacecraft propulsion market in the United States. HPGP provides higher specific impulse and propellant density than traditional propulsion, which increases performance.

The propellant is based on Ammonium DiNitrimide (ADN) and is considerably less toxic and simpler to handle than hydrazine. The architecture of HPGP propulsion systems consists of commercial off-the-shelf components with extensive flight heritage. This enables a simplified transition away from hydrazine and reduces the overall mission cost. HPGP technology is mature and ready for implementation. It is currently flying on Sweden’s Prisma spacecraft that launched in June 2010. Prisma uses 1N (0.25 lb) thrusters that have completed flight qualification testing. ECAPS is currently expanding its portfolio of thrusters to include 5N (1 lb), 22N (5 lb) and 220N (50 lb) thrusters.

Newton (N) HPGP thrusters and LMP-103S liquid rocket propellant are currently used on the PRISMA satellite launched in June 2010.

Swedish Space Corporation, SSC, registered as Svenska rymdaktiebolaget (previously called Rymdbolaget), is a Swedish owned company that works with space technology. The company conducts research within the private and public sector domestically, in Sweden, and internationally. The company is engaged in contracts concerning research and development, launches and the running and maintenance of space and aerospace systems.

In Sweden, SSC has established centres in Solna, Kiruna, Vidsel, Ågesta and Uppsala. The company has recently expanded internationally and now operates in Australia, Germany, The Netherlands, Chile and the USA. The company also has representative offices in China, Thailand and United Arab Emirates. SSC has approximately 500 employees and an annual turnover of SEK 856 million.
